There have been a number of burglaries in our neighbourhood lately. We are not sure who is to blame but it is believed widely that the burglaries are mostly the work of one gang.

Why: “lately” points to the present perfect: have been. “Who is to blame” uses the present simple. “It is believed” is a passive structure: people believe it, so it is believed.
