Правило здесь такое: в придаточных предложениях времени после when, until, as soon as, before, after для будущего обычно используется Present Simple, а не will. Форма will / be going to ставится в главной части предложения.

  1. The strikers are not going to return to work until they get a raise and the benefits they are demanding.

  2. When Rita gets her driver's license next week, she will be able to drive to school every day.

  3. B: I will lend it to you as soon as I finish it.

  4. B: No, I've heard nothing. As soon as I hear something, I will let you know.

  5. He is not going to be very happy when he learns about the bill for repairs on his car. Do you want to talk to him when he comes in and asks about his bill?

  6. After Ali returns to his country next month, he is going to start working at the Ministry of Agriculture.

  7. According to the newspaper, the Department of Transportation is going to build a four-lane highway between here and San Francisco. In my opinion, it will be obsolete before they complete it.

  8. Relax. The plumber is on his way. He will be here before there is a flood in the kitchen.

Почему именно так:

  • are not going to return, is not going to be, is going to start, is going to build — говорят о намерении, плане или ожидаемом результате, для которого уже есть основания.

  • will be able, will lend, will let, will be — обычные прогнозы, обещания или решения.

  • После until, when, as soon as, after, before используются формы настоящего времени: get, gets, finish, hear, learns, comes, asks, returns, complete, is, хотя смысл относится к будущему.
