Вот как я это делаю: в повествовании о прошлом Past Continuous описывает длительное действие в фоне (обычно после while), а Past Simple — законченные, разовые события (часто после when). Если одно действие прервало другое, фоновое — в Past Continuous, прервавшее — в Past Simple.
