We use the Passive Voice when: * We don’t know who did the action. * Action is happening right now, or when it happens regularly. * To talk about a completed action in a time before now. * The action is more important than the person who did it. * To talk about future plans or intentions, to make predictions.

The correct ideas are:
- We don’t know who did the action.
- The action is more important than the person who did it.
For example: The window was broken. We do not know who broke it, or it is not important.
Passive Voice can be used in different tenses, for example present, past or future. But “action is happening right now”, “completed action before now” and “future plans or predictions” are mainly about tense, not about the main reason for using the Passive Voice.
