Use the formula

\[v^2 = v_0^2 + 2gh\]

Here \(v_0 = 4\text{ m/s}\), \(g \approx 9.8\text{ m/s}^2\), and \(h = 10\text{ m}\).

\[v^2 = 4^2 + 2 \cdot 9.8 \cdot 10 = 16 + 196 = 212\]

\[v = \sqrt{212} \approx 14.6\text{ m/s}\]

The diver strikes the water at about \(14.6\text{ m/s}\).
